This is a tree of passive skills that affect the characteristics of the agent. Each subclass has different initial set of open "branches". You can open new ones by performing Heroic deeds. Crusader and Assassin have the same trees, but the Psyker includes two unique branches.
You get a skill point for each Account level, and they are available for all characters (even those that have not yet been created), but configures for each one.
You can see the progress in opening the desired branch and the number of allocated points.
